We know that like dissolve like so a polar substance will dissolve a polar and non polar will dissolve a non polar.
As slime picked up the uni-ball pen and highlighter which are water soluble inks thus the slime is polar.

The silly putty wil pick up the newspaper print ink which is water insoluble and hence non polar in nature. Thus slime putty is non polar
