A zero line of sight velocity dispersion means that the galaxy follows strict circular rotation, that is it doesn't deviate from the calculated mean velocity of the galaxy or the galaxy cluster.

A negative velocity dispersion however means that the galaxies are retarding that is they are deviating away from the observed mean velocities. The galaxies or the galaxy clusters are slowing down.

A positive line of sight velocity distribution refers to the rapid movement of galaxies or clusters of galaxies. These galaxies are more nearer to ours, and a moving at a much faster rate as compared to the mean distribution of galaxies.
