A object is said to be charged if there is a excess of positive or negative charge. On the other hand, if the number of positive and negative charges are the same in the object but they are not oriented symmetrically, the object is said to be polarised. Here as the negative charges in the wall are only pushed one side, no extra is added, the wall is polarised.
