Nikolai has been asked to do something that is not in the interest of the company. So it is clearly unethical for him to do. However, he is also aware of the repercussions of not doing what he has been asked. He wants to save himself from both, doing an unethical thing and the repercussions of not doing so. Therefore, he is doing it but at a slower pace.
