False. The mean preserving spread in income imply that the new distribution of income will have the same mean value or average as in the original income distribution. Given that the new income distribution is mean preserving and that the causal effect of income and health is positive, this will not lead to a reduction in average health, rather the average health will also be mean preserving. While those who recieve less income in the new income distribution scheme will have reduced health outcomes while for those recieving greater income than before will have better or increased health outcomes and thus the average health outcomes will be the same as before.
