There are 18 elements in the 4th row of modern periodic table.

For the 4th row, value of principal quantum number n=4. So, the orbitals present in the outer- most shell will be 4s, 3d, 4p.

So there are total 9 orbitals present in the 4th row, and since 1 orbital can accommodate maximum 2 electrons, so maximum 9×2= 18 elements can be present in the 4th row.
