How to reach the answer-

You have a ketone , the Oxygen of carbonyl group abstracts proton from H3O(+) , and it isomerise to enol from.

Again , the lone pair electron of oxygen transfer to bond and the attack occurs at Cl of Cl2 , displacing a Cl-. the attack occurs from above the plane because their is a methyl group already present at below the plane.

now the proton is eliminated and the recquired product is obtained.
