For combination 1 :

two resistors are in parallel and their parallel combination is given as

Rp = (R R)/(R + R) = R/2

Combination of parallel resistors are in turn in series with each other and their series combination is given as

Req = Rp + Rp

Req = R/2 + R/2

Req = R

For combination 2 :

two resistors are in parallel and their parallel combination is given as

1/Rp = 1/R + 1/R + 1/R

Rp = R/3

parallel combination Rp and R are in series and their series combination is given as

Req = Rp + R

Req = R/3 + R

Req = 1.33 R

So combination 1 has lower resistance
