The arguments in the favor of above proposition are that –
a. It gives equal chance to all the sections of society. Giving them (women, indigenous, persons with disabilities and visible minorities) a chance to participate in policy formulation and implementation will not only help in the protection of their rights but also will help in better planning, marketing and implementation of government policies in an effective and efficient manner.
b. Since, women, indigenous, persons with disabilities and visible minorities constitutes a significant portion (almost two-thirds) of Manitoba's population, giving them opportunities in both public and private sector will help the government not only in creating a just and equal society but also in human resource management.
c. In the era of privatisation, the employment opportunities, undoubtedly, have significantly decreased in the public sector. Neither it is feasible nor desirable to accommodate all of them the in public sector. Hence, in order to provide ample opportunities for the designated groups (i.e., women, indigenous, persons with disabilities and visible minorities), cohesive legal framework should be created by the government to provide them opportunities in the private sector as well.
