There are types of system now horn system equipped with motion sensor of deteectors which picks up if any motion is ther or not if yes than horn blow out by sending this data and closing the horn contact now if motion stops sensor sends the data that no one is touching the vehicle so this data open the horn contacts.
so if someone says how often it closes or open it merely depends on type of horn system you are using ..
If one uses low cost horn system which doesnot include any relay or sensor than after closeing the horn switch it will keep on beeping after few time unless manually someone stops it.
