a) TCP connection is established by process called 3 way handshake.

The client sends a sync signal to server for connection (handshake 1). The server responds with a reverse sync and acknowledgement signal (handshake2). The client responds with acknowledgement (handshake 3).

b) functions :

Reliable and error free communication

Data sequencing and segmentation

Data control

Flow control

Congestion control

c) congestion control prevents network from congestion and removes congestion if the network is congested. So with congestion the message delay increases, with congestion control the messages delay decreases.
