Fear is often present in places where there is a strict authoritarian rule. Here, rules and procedures are followed or employees/students have to face retribution. This fear to make mistakes inhibit the learning process. Learning is about trying out new things, thinking out-of-the-box ideas and using creativity to develop something new. Often, trying out new things result in initial failures.

But when there is inherent fear among the employees/students, they will be reluctant to learn new things, try them as they are afraid of committing mistakes.

Therefore to foster creativity, an open and free system is essential in any organization or institution, This helps in effective learning.
