Test Statistic Z = -1.24

Degrees of freedom DF = 32 -1 = 31

Critical Value CV = 1.69552   

p-value p = 0.888

80% lower bound = 3.945

Based on the confidence bound the hypothesized mean 5 doesn't lies in the rejection region.

Therefore, H0 is accepted.

Therefore the claim is that the mean waiting time is less than 5 is false.
