Correct option is 'B' that is Based on Probable cause.

The Fourth amendment to the US Constitution protects the people against the abuse of of power by authorities to search anybody's property or places. The amendment says that no search warrant should be issued without proper probable cause. Such probable cause shall be determined by the statistical probability or , general facts that indicate towards probability. So the police can't search without due search warrant, and authority can not issue it unnecessarily.
