Ans-1

Catalyst is something which provides a different Pathway for the reaction from reactants to the products which has lower activation energy than the normal Pathway, this in turn increases the rate of reaction. Now you see, that catalyst gives another pathway with a lower activation energy for the reaction to proceed which increases rate of the reaction, so how would it reduce the rate of reaction. That is the reason why a catalyst can not reduce the rate of reaction.
