The media is not supposed to be biased under any circumstances, but then at every point in history, it was biased. For instance, the Indian media during the freedom struggle, the message passed on to the public via the Indian media was about their marches, Indian freedom fighters, etc. Britishers had done many good to the country which wasn't noticed at that period as the media covered only the negative actions and vice-versa with the Britain media.
Incase of liberal values, it is the governing body responsible to maintain the right of the people in every aspect. The liberal rights of people are restricted during sensitive issues comes up in the state/ country.
