The gravity is actually the force of attraction between the Earth and the object. When the object is on the surface, it's distance from the center of the Earth is fixed. So on the surface, the value of g is fixed. On elevating above the surface , value of separation R increases and we know that attraction force varies as per the inverse square law (proportional to 1/R^2). So gravity changes with elevation.
