We have relation , N stock x V stock = N dilute x V dilute
Where N is a Normality and V is a volume of a solution.
Therefore, V stock = N dilute x V dilute / N stock
= 0.1 N x 1000 ml / 18 N
= 5.6 ml
Take 5.6 ml of 18 N NaOH in beaker , add little distilled water to it. Carefully transfer this solution into 1 L volumetric flask and dilute up to the mark by using distilled water, resulting solution will be 0.1 N NaOH solution.
