countervailing duty against a subsidy given by a foreign country on its export is likely to compensate for the entire loss and increasing the overall welfare of the world. A custom union may result in trade creation or trade diversion so we really cannot see the overall welfare is increased or decreased. Same is the case with anti dumping tariff.
