Semi-annual interest rate (n) = 4.50% [9.00% x ½]

Number of period (n) = 24 Years [12 Years x 2]

Therefore, the Present Value = Future Value / (1 + r) n

= $9,000 / (1 + 0.045)24

= $9,000 / (1.045)24

= $9,000 / 2.876013834

= $3,129.33
