A writer is actually universal. Writing is an art and an art is not confined to a region, race, community or language. It is for everyone no matter which place they belong. There are some points that must be taken care of while corresponding cross-culturally. The people in other region may be very much culturally different from the writer. So, the writer first has to understand the culture of that other region. The likes and dislikes of the people there. He has to learn how they react to different situations and what are their areas of interest, both in reading and also in other matters. Then, he has to write for them accordingly. In this way, you would make sure that you communicated effectively.
