using dilution law M1V1 = M2V2

where M1 and M2 = Molarities

and V1 and V2 = Volumes

so M1 = 3.98 M                                      M2 = ?

      V1 = 0.010L                                      V2 = 0.250L

M2 = M1V1 / V2

      = 3.98 * 0.010 / 0.250

      = 0.1592 M

Answer = 0.1592 M or 0.16 M or Molar
