When there is a lack of truth in facts or action, then it will not be considered a moral action in different civil societies. Hence, people will not adapt or respond to it in the same way. Hence, It will not fulfill the requirements of universalizability and will be treated differently. So, it will not be plausible or reasonable to consider a fact to be applied with universalizability when there is no truth.
