According to the condition given in question,  A buffer solution is an aqueous solution consists of a mixture of a weak acid and its conjugate base or a weak base and its conjugate acid. It has the property that the pH of the solution changes very little when a small amount of strong acid or base is added to it.

So from the above solutions, the buffer solutions are

a solution containing HNO2 and LiNO2
reason: it is mixture of Weak acid(HNO2)and its conjugate base (LiNO2). So it isacts as a Buffer solution .

a solution containing HN3 and NaN3
reaon: it is a mixture of weak acid and strong base

a solution containing NH3 and NH4+
Reason : NH3 and its conjugate acid, NH4+. When HCl (strong acid) is added to this buffer system, the extra H+ ions added to the system are consumed by the NH3 to form NH4+
