HClO3 is an acid, so it gives hydrogen (H+) ions, H2O acts as base, It accepts hydrogen(H+) ions forming H3O+ ions.

HClO3 (aq)    + H2O (l)    -----> ClO3- (aq)   + H3O+ (aq)
