This is true statement.

To balance equation we add some coefficient before formula. We should never change the subscript in a formula.

For example:
N2 + H2 -> NH3

Balance N:
N2 + H2 -> 2 NH3

Balance H:
N2 + 3 H2 -> 2 NH3

This is now balanced
