At what point does reformation cease to be a viable option for those who are oppressed by their own government?

When the act of reformation is countered by the initiatives take up by the government that nullifies the benefits of the reformation for the oppressed people, then reformation is not a viable option. Further, it is the government that only focuses to be a party of majoritarian and does not look after the minorities or other ethnic communities, then reformation for the oppressed does not work effectively. Its limited positive impact, is also wiped out, when oppressed people are unable to get the benefits and or government creates an obstruction. At this point, the reformation is not a viable option.
