When a fisher casts his line into the water, the location where he sees the fish is not actually where the fish is, due to refracting light. Given that the index of refraction is higher in water than in air, is the horizontal distance to the fish actually farther from the fisher or closer compared to where he sees it?

The horizontal distance to the fish actually closer from the fisher compared to where he sees it. This is because of the fact that when light enters from rarer medium (air) to denser medium ( water) then light ray will bend towards normal, so the horizontal distance from fish to fisher will decrease..
