In KNN, K is the number of nearest neighbors. The number of neighbours is the core deciding factor. Generally k can be taken odd number of values

In this algorithm classifiy the points by majority vote of it's k-neighbors

So here, K=4 it is even so, the nearest neighbor classification would be not decided so, option C is correct.
