CaCl2 is better. Because, it gives three ions in water. So, Can't Hoff factor is 3. So, it will force water to freeze at a lower temperature than that in the case of NaCl. Also, CaCl2 has two Cl- ions per molecule, so the energy required to break bonds of one CaCl2 molecule is higher than that in the case of NaCl. So, the iceice w melt sooner.
