How to create a 8:1 Mux by using this state table?

For Example: Using A,B,and C as the selectors and P as the I0-I7 what is A*?

The table doesn't divide states evenly so I'm not sure if it is possible.

Doubt about A* : A* is the representation of next state of A. A the given table is the transition/output table.

Ithe reasons for in which cases we can design and can't design the required 8x1 mux using the given state table is stated below,

Can't design : ABC are the FSM state variables and can not be treated as selection lines as we don't have direct access to change the state it can only be controlled by the set of input fed to the machine.

Can design:  Probably the required 8X1 mux can be made using the table by keeping the FSM in stateS1  i.e. 001 according to the table. but for that also the given information is insufficient. the complete state table is required to say so. the part missing is the output of the state from other than the input scenarios which has been mentioned while 'p' input is 1.
