C3 Re U1 150k R2 14.7k OPAMP C2 R3 V2 2V 2.5VdoE 14.7k U2 R4 10k OPAMP R5 10k V3 2.5VdoIt keeps saying there is a loop associated with V2 (the left DC voltage) and recommends adding a series resistor but i am not sure exactly what it means or where to put one.

The loop associated with V2 happens because once C1 gets charged, the output of the feedback opamp is clamped to V2. The series resistor is to be added to the output of the feedback opamp to prevent this clamping/looping.
