During the resting stage, the cell is negatively polarized, the interior of the cell is more negative than the exterior of the cell and the cell is more permeable to potassium ions (but not sodium ions). So, during hyperkalemia, the passive flow of potassium ions into the ECF (extracellular fluid) decreases because of higher extracellular potassium concentration (reduced driving force) and thus, reduces the negative charge of the membrane potential or makes the RMP (resting membrane potential) to move close to the threshold, so that the action potential can be easily generated. Means, the threshold decreases and the ability of the cell to depolarize increase.
