Lets assume that the bottle containing the NaOCl has been marked with X % NaOCl.

a) Experimental % NaOCl is lower than value on bottle.

If NaOCl is decomposed into NaCl and NaClO2, then the amount of NaOCl decreases while the other compounds increases. So, in the % composition calculation, the numerator decreases resulting in % composition < X % mentioned on the bottle.

b) Experimental % NaOCl is higher than value on bottle.

Let Y be the titration volume (at endpoint) required for X % NaOCl, and Z be titration volume (past endpoint) in the experiment.

Since Z > Y, then experimental composition > X% mentioned on bottle
