As i have calculated, the answer would be none of these. As it comes out to be 6. For you, may be you excluded the last case ( the last boxed random number(RN) 3. If you go below two steps, the first RN is 9, go below again 2 steps. Second RN is 2. So there must be another set played as 9 and 2 belongs to two different sets (0,5) and (6,9). As the random number table is finished, start from the beginning i.e from the very first column and go down two steps, it gives 2. So L wins with a 3 sets decision)
Hence total number of 3 steps decision is 5+1=6.
