r 3 mod 3 as

So we consider the case when

4\equiv 1\mod 3\\ \implies 4^r.2\equiv 2 \mod 3

Thus

q= 4^r.2-1\equiv 1 \mod 3

Thus q is a quadratic residue modulo 3.

Hence

(\frac{q}{3})=1\\

Using (*) we have

(\frac{q}{3})=-1

Thus q is a quadratic non-residue modulo 3
