M1*V1 = M2 * V2

Where M1 ,M2 V1 and V2 are the molarity and volume respectively at condition 1 and 2 respectively

Condition1

M1 = 1.4M

V1 =?

Condition 2

M2= 0.6M

V2= 15 ml

1.4V1 = 0.6*15 = 9

V1 = 9/1.4 = 6.43 ml

Therefore c is correct
