CCl4 is non polar as it is tetrahedral in nature and all the individual bond moments cancel out. CHCl3 and CH2Cl2 is polar as they have net dipole moment.

A molecule is considered to be polar if they have net dipole moment. Else, the molecule is called to be non polar.
