Distinction between polar and non polar has the background of dipole moment .

A molecule is said to be polar if its dipole moment has non zero value.

e.g. H2O, HCl etc.

A molecule is said to be non polar if it's dipole moment is zero.

e.g. Cl2, CO2. etc

Now a bond is said to be polar if there exist separation of charges due to differences in electronegative value whereas a bond is non polar if no separation of charges exist .

Bond between H - H is non polar and bond between O-H is polar .

Dipole dipole interactions exist between polar molecule whereas london force or van der der waal interaction exists between non polar molecule.
