Electronegativity order of the elements given are

Cl>S>Se>P>As

As we know from left to right in the periodic table electronegativity increases and from top to bottom it decreases.

The Polar nature of any bond depends on the difference in the electronegativity of the elements involved in the formation of the bond.

Hence by above order of electronegativities the following is the order of polar nature

As-Cl>P-Cl>Se-Cl>S-Cl>Cl-Cl

So the most Polar Bond is of As-Cl.
