b) The net ionic equation of the reaction is -
H2C4H4O6 (aq) + H2O (l) ----------> HC4H4O6^- (aq) + H3O^+ (aq)
c) The given pH indicates the solution is acidic. In acidic solutions the base will be neutralized.
HSO3^- (aq) + H2O (l) ----------> H2SO3 (aq) + OH^- (aq)
