3) & 4) According to 15% Rule-

A 15 percent increase in Kvp is equal to doubling the mAs.

Hence, if you want to maintain IR exposure by increasing kvp by 15%, you need to cut your mAs in half. Same goes for decreasing kVp by 15 % .For same IR exposure , you need to double your mAs.

5)Here we need to cut mAs to half. So with 6mAs and increased 15% kVp IR Exposure will remain same.
