Shielding effect is the prevention outer electrons from feeling the  nuclearcharge by the inner /core electrons.

Thus First one is correct .

The core electrons also repel with each other and at the same time feel the attraction of the nucleus.

Thus they among themselves also feel the shielding effect.

Thus 2nd one is also correct.
