Waves can able to erode up to that depth up to which the wave exists. The depth of the wave is can be determined by the simple formula, wave base= wavelenfth/2

By this we can know the wave base, so the depth of erosion can be determined. In the deeper ocean, the wave base is circular because it can't touch the ground, but at a shallower depth, it becomes elliptical as it feels the bottom. These elliptical wave base can cause erosion.

That's why at shallower water wave can make erosion while at deeper water it can't.
