According to Bronsted-Lowry theory an acid is a species that donates a H+ ion while a base is a species which accepts a H+ ion during a reaction.

To find conjugate base of a species remove H+ from it.

To find conjugate acid of a species add H+ from it.

In this reaction HCO3- donates a H+ ion to H2O. Hence HCO3- acts as an acid while H2O acts as a base.

Base -- H2O

Acid -- HCO3-

Conjugate acid -- H3O+

Conjugate base -- CO3^2-
