a) Hubble space telescope is beneficial for whole of humanity as the research and knowledge that they are sending is beneficial for all and it benefits everyone similarly, there is no excludability and rival here, it will be considered as transnational public good.

b) It will be considered as a national public good because it will benefit the whole states closer to California and have a national implications.

c) National weather service will be considered as a national effect of its services and it will be part of national public good.
