By CIP rules, Atomic number gets first priority then molecular weight.

After assigning the priority order, if order is clockwise direction then it is R configuration and if it is anticlockwise direction then it is S configuration .

In h, priority order is clockwise direction hence R configuration and in F, it is anticlockwise direction hence S configuration.
