Clusters are formed which are internally homogenous in nature and mutually exhaustive. Usually, it is done geographically i.e the population can be divided into clusters on the basis of cities, states etc.

Stratas are internally heterogenous in nature, population is divided into stratas on the basis of age, gender, education level, marital status etc. such that the groups are internally homogenous but mutually heterogenous.
