Here permanganate ion MnO4- is an oxidizing agent which oxidizes oxalic acid and itself get reduced

In MnO4- (aq) Mn is in +7 oxidation state when it oxiizes oxalic acid it reduces to Mn2+ hence

Mn is being reduced in this redox reaction
