There are many shapes available in balloons based on how they made. When you define the walls of the balloons very well, balloon will take the define shape when filled with air. I think question is asking when walls of the balloon not defined, why it is always taking spherical shape; for this question my answer is-

Statement regarding sperical shape of balloon :-

Sphere is the only shape which can contain more cubic unit of air for a given surface area.
